Back when we sailed there, we did see the occasional scuppered boat, but not nearly in those numbers. I'm guessing it's a post-COVID thing. I'm sure that COVID has a lot to do with it. But I suspect it's also a reflection on our current situation in the US, the lack of affordable housing, the swell of displaced working people, the unhoused and homeless.
